Requires the Department of Human Services to implement an earned income disregard program allowing individuals with disabilities aged 16-64 to disregard 138% of the federal poverty level in earned income when determining Medicaid eligibility.

Directs the department to evaluate the earned income disregard program annually and assess the feasibility of implementing a full Medicaid buy-in program.

Requires the department to submit reports to the legislature no later than 20 days before the regular sessions of 2020, 2021, and 2022 with findings, recommendations, and resources needed for a full Medicaid buy-in program.

Authorizes the department to adopt administrative rules under Hawaii Revised Statutes Chapter 91 as necessary for implementation.

Takes effect January 1, 2059, provided the earned income disregard program takes effect upon approval by the Centers for Medicare and Medicaid Services.
