Increases maximum area for agricultural shade cloth structures, cold frames, and greenhouses exempt from building permits from 20,000 to 60,000 square feet per structure.

Requires minimum 15-foot horizontal separation between multiple shade cloth structures, cold frames, or greenhouses on the same property.

Adds enforcement provisions allowing county fire departments and building agencies to enter properties upon reasonable notice to inspect exempted agricultural buildings for compliance with state and county codes.

Authorizes county agencies to apply for court warrants to gain entry if property owners refuse access after reasonable notice is provided.

Makes violations of agricultural building exemptions subject to county enforcement authority and fines under sections 46-4, 205-12, and 205-13.
