Amends Section 195D-21 of Hawaii Revised Statutes to add a new requirement for habitat conservation plans regarding emergency wildlife services.

Requires all habitat conservation plans to include an agreement to enter into and maintain an annual service contract with a stand-by and response facility that provides emergency medical and rehabilitation services to native wildlife affected by activities within the plan area.

Renumbers existing plan requirements from subsection (G), (H), and (I) to subsection (H) and (I) to accommodate the new wildlife emergency services requirement.

Takes effect on July 1, 2150.
