Authorizes the Department of Health director to declare a public health emergency and implement disease detection measures including screening, testing, contact tracing, quarantine, and isolation of travelers and the public when necessary to prevent communicable or dangerous disease transmission.

Establishes authority for the Department of Health to screen interisland, domestic, and international travelers at Hawaii ports of entry and require completion of health questionnaires; violations are misdemeanors with fines up to $5,000.

Creates the "Travelers Screening Special Fund" funded by transient accommodations taxes (August 1, 2020 through June 30, 2022), fines collected, legislative appropriations, and interest to support disease screening and prevention operations.

Provides individuals subject to quarantine or isolation the right to contest orders in circuit court within ten days; allows courts to consolidate claims when large numbers of people are affected and establishes standards for judicial review based on clear and convincing evidence.

Amends existing quarantine laws to remove prior court order requirements before implementing quarantines or isolations when immediate public health threats exist; makes individuals responsible for costs of food, lodging, and medical care during quarantine except coverage from health plans.
