Allows a single valid commercial marine vessel license to satisfy licensure requirements for all persons aboard the licensed vessel engaged in commercial fishing, instead of requiring individual licenses for each person.

Requires any person providing fishing charter services to obtain a commercial marine license, clarifying that shore-based charters are included in addition to vessel-based charters.

Reduces logistical and financial burdens on vessel captains hiring part-time crew members or occasional visitors for commercial fishing trips.

Clarifies that the vessel license holder is responsible for submitting commercial catch reports for all fishing activities aboard the vessel.

Effective July 1, 2050.
