Requires the office of planning to conduct a comprehensive review of the Hawaii State Planning Act (Chapter 226, HRS) and recommend amendments to update the act in response to current state needs.

Office of planning must analyze the formation, evolution, and implementation of the Hawaii State Planning Act, state capital improvement projects, and major plans and regulatory activities by state and county agencies.

Office of planning must identify conflicts between the Hawaii State Planning Act, county plans, functional plans, and state programs, as well as existing and emerging issues confronting the State.

Office of planning must solicit proposals for amendments from the general public and provide reports and recommendations to the legislature no later than 30 days before the 2021 regular legislative session.

Appropriates funds from general revenues for fiscal year 2020-2021 to support the review, including one full-time equivalent temporary planner V position, with the act taking effect July 1, 2020.
