H.B. 2224 Summary

• Establishes a new definition of "sex offender against minors" as a person convicted of both a sexual offense and a crime against minors involving the same victim and circumstances, or charged with both offenses and found unfit to proceed or acquitted due to mental disease or defect, who was at least 18 years old at the time of the offense.

• Amends the definition of "covered offender" under Hawaii law to include "sex offender against minors" alongside existing categories of sex offenders and offenders against minors.

• Requires sex offenders against minors to register with the attorney general for life or a shorter period, with registration triggered by remaining in Hawaii for more than 10 days or an aggregate of 30 days in one calendar year.

• Prohibits registered sex offenders against minors from residing, permanently or temporarily, within 1,000 feet of any public or private school.

• Takes effect upon approval.
