HB 2227 Summary

• Transfers authority to adopt and enforce appliance efficiency standards from the Director of Business, Economic Development, and Tourism to the Chief Energy Officer of the Hawaii State Energy Office.

• Adds air purifiers and portable electric spas to the list of products subject to minimum energy efficiency standards, with standards based on ENERGY STAR requirements and ANSI/APSP/ICC specifications respectively.

• Authorizes the Chief Energy Officer to establish or amend appliance efficiency standards for additional products upon determining that increased standards would promote energy or water conservation and be cost-effective for consumers.

• Establishes implementation dates of January 1, 2021 for existing products (computers, monitors, faucets, fluorescent lamps, showerheads, sprinkler bodies) and January 1, 2022 for air purifiers and portable electric spas.

• Effective date is July 1, 2050.
