Changes concealed carry permit approval from discretionary ("may") to mandatory ("shall") for applicants who demonstrate fear of injury, complete the application process, and complete required training.

Requires applicants to complete minimum hours of firearms instruction from a certified instructor, minimum hours of live training under authorized supervision, and pass a written exam before obtaining a license.

Reduces license renewal period from one year to three years.

Sets license fee at $10, deposited in the county treasury where the license is granted.

Applies same mandatory approval standard to unconcealed carry licenses for applicants of good moral character engaged in protection of life and property.
