Requires physicians performing abortions to first determine whether the fetus has a detectable heartbeat according to standard medical practice before obtaining the mother's informed consent.

Exempts abortions necessary to save the life of a mother whose life is endangered by a physical disorder, physical illness, or physical injury, including life-endangering conditions caused by pregnancy, but excludes psychological or emotional conditions from the exemption.

Establishes criminal penalties of a fine not exceeding $1,000 or imprisonment not exceeding five years for knowingly violating the informed consent and fetal heartbeat determination requirements.

Allows defendants charged with violations to request a hearing before the board of medical examiners to determine whether the abortion was necessary to save the mother's life, with findings admissible at trial and up to a 30-day trial delay permitted.

Requires physicians to document in the mother's medical file the fetal heartbeat determination, its results, notification to the mother, and any evidence from proceedings under the exception provision.
