HB 2232 Summary

• Adds new restrictions prohibiting individuals diagnosed as minors with significant behavioral, emotional, or mental disorders from owning firearms unless medically documented to no longer be adversely affected or deemed a danger to themselves or others.

• Prohibits individuals under age 25 who were adjudicated by family court for a single crime of violence from owning firearms under the same medical documentation exception.

• Prohibits individuals age 25 and older who were adjudicated by family court for one or more crimes of violence from owning firearms under the same medical documentation exception.

• Requires state agencies to make family court records relating to behavioral, emotional, or mental disorder diagnoses and crime of violence adjudications available to law enforcement officials for firearm possession enforcement purposes.

• Modifies Hawaii Revised Statutes Section 571-84 to mandate disclosure of juvenile court records involving mental health diagnoses or violent crime adjudications to law enforcement officials.
