Department of Health shall conduct a study on increasing the number of restaurants and nonprofit organizations donating surplus food.

Study findings and recommendations, including proposed legislation, must be submitted to the legislature no later than twenty days prior to the convening of the regular session of 2021.

Bill addresses food insecurity affecting over ten percent of Hawaii residents while approximately 237,000 tons of food waste are discarded annually in Hawaii.
