HB 2250 Summary

• Establishes the University of Hawaii Promise Program Plus to provide scholarships covering unmet direct costs (tuition, fees, books, supplies, transportation) for qualified students pursuing bachelor's degrees in teaching, health care, social work, or engineering.

• Eligible students must be Hawaii residents enrolled at any University of Hawaii campus, maintain a 2.0 GPA, earn at least 24 credits annually, and commit to work in Hawaii for at least three years in their field of study.

• Scholarships cover up to 132 credits or the number needed to complete the bachelor's degree, calculated as the difference between total need and available federal/state aid that does not require repayment.

• Students who fail to meet scholarship requirements face probation, potential revocation with requirement to repay up to two semesters of aid, and conversion of scholarships to repayable loans if they fail to honor their three-year work commitment.

• Appropriates funds from general revenues for fiscal year 2020-2021 to establish and implement the program, including scholarship awards and one full-time position to manage it; effective July 1, 2050.
