Amends HRS § 291C-167 to expand who can issue citations for illegally parked vehicles to include state employees or contractors designated by the director of the Department of Land and Natural Resources and county employees or contractors designated by county police chiefs.

Addresses shortage of police officers in counties by allowing trained non-police personnel such as park rangers to cite parking violations.

Defines "officer" under the traffic code to include DLNR-designated employees/contractors and county-designated employees/contractors authorized to issue parking citations.

Takes effect upon approval.
