Appropriates funds for fiscal year 2020-2021 to the Department of Health for a health care provider loan repayment program administered through the John A. Burns School of Medicine at the University of Hawaii at Manoa.

Provides loan repayment assistance for physicians, physician assistants, psychologists, nurse practitioners, social workers, marriage and family therapists, and nurses who commit to work in federally-designated health professional shortage areas or underserved geographic areas in Hawaii.

Requires all appropriated funds to be matched dollar-for-dollar by private or other public sources before release.

Addresses shortages of primary and behavioral health care providers in Hawaii's medically underserved areas, where the existing loan repayment program has supported 46 recipients since September 2012 and currently serves 24 health care providers.

Takes effect on July 1, 2050 (effective date appears to be an error in the bill text).
