Expands the conference center revolving fund at the University of Hawaii at Hilo to cover all programs conducted by the university, not just the college of continuing education and community service.

Transfers authority to expend revolving fund moneys from the dean of the college of continuing education and community service to the chancellor of the University of Hawaii at Hilo, or the chancellor's designee.

Authorizes spending from the revolving fund without regard to competitive bidding requirements under state procurement law for conference-related expenses including honoraria, lodging, food, printing, travel, lei, audiovisual equipment, and supplies.

Requires the chancellor of the University of Hawaii at Hilo to submit an annual report to the legislature accounting for all income and expenditures within the revolving fund.

Takes effect upon approval.
