Expands emergency procurement conditions to include equipment failures, repairs to public property to prevent further loss or damage, and prevention of serious disruption in continued government services.

Removes the requirement for chief procurement officer prior approval of emergency procurements.

Requires agency heads making emergency procurements in response to threats to life, major natural disasters, or government service disruptions to report details of the emergency, response, and expenditures to the legislature within a specified timeframe.

Maintains requirement that emergency procurements be made with such competition as is practicable under the circumstances.

Effective January 1, 2050.
