HB2292 - Electric Guns

• Repeals Hawaii's complete ban on electric guns and establishes a regulatory framework allowing ownership subject to permits, registration, and restrictions similar to firearm regulations.

• Requires permits to acquire electric projectile guns, registration of all electric guns, safety training courses, and background checks including mental health history review for all applicants.

• Prohibits individuals under 21 years old, felons, those with violent crime convictions, and persons with certain mental health conditions or substance abuse histories from owning electric guns.

• Requires licensed dealers to complete safety training, maintain detailed records of all sales and transfers, provide informational briefings to purchasers, and store electric guns in locked containers; annual licensing fee of $50.

• Exempts law enforcement agencies and military personnel from permitting and registration requirements when acting within employment duties; prohibits possession by minors without secure storage, and creates felony charges for carrying electric guns during crimes.
