Clarifies that lands set aside by the governor to the Hawaii Housing Finance and Development Corporation (HHFDC) or leased to HHFDC by state departments and agencies are exempt from the definition of "public lands" under Hawaii Revised Statutes section 171-2.

Expands the definition of lands subject to HHFDC control in section 171-64.7 to include lands leased to HHFDC by any state department or agency, in addition to lands set aside by the governor or held in HHFDC's corporate capacity.

Requires the HHFDC to return any leased lands to the originating state department or agency when those lands are no longer needed for housing, finance, or development purposes.

Makes lands set aside or leased to HHFDC subject to legislative approval before the state can sell or gift those lands, ensuring legislative oversight of HHFDC land transactions.

Takes effect upon approval.
