Appropriates funds for fiscal biennium 2019-2021 to cover collective bargaining cost items for bargaining unit (7) with zero appropriations from general, special, federal, and other funds for both fiscal years.

Appropriates funds for fiscal biennium 2019-2021 for salary increases and cost adjustments for non-bargaining state officers and employees in the same compensation plans as bargaining unit (7), with zero appropriations from all funding sources.

Directs the director of finance to allot appropriated or authorized funds to appropriate state departments for expenditure in their respective fiscal years.

Requires salary increases and cost adjustments for employees paid from federal, special, or other funds to be paid proportionately from those respective funds.

Establishes an effective date of January 1, 2050, with any unexpended or unencumbered funds lapsing as of June 30, 2021.
