Appropriates emergency funds for fiscal biennium 2019-2021 to cover collective bargaining cost items negotiated with bargaining unit (8), totaling $3,574,522 in FY 2019-2020 and $8,718,191 in FY 2020-2021 across general, special, federal, and revolving funds.

Provides additional appropriations for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (8), totaling $251,529 in FY 2019-2020 and $585,140 in FY 2020-2021.

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Requires that salary increases funded by federal, special, or other funds be paid proportionately from the respective funding sources.

Any unexpended or unencumbered funds lapse on June 30, 2021, and the Act takes effect upon approval.
