• Appropriates funds for fiscal biennium 2019-2021 to fund collective bargaining cost items negotiated with the exclusive representative of collective bargaining unit (14).

• Appropriates funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (14) members, as authorized by chapter 89C, Hawaii Revised Statutes.

• All funding amounts are listed as zero (-0-) for general funds, special funds, federal funds, and other funds for both FY 2019-2020 and FY 2020-2021.

• Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in the respective fiscal year.

• Takes effect on January 1, 2050; any unencumbered funds lapse as of June 30, 2021.
