Amends the definition of "base pay" under Hawaii Revised Statutes Section 88-21 to mean the base compensation rate designated by an employee's personnel action report notification or certification, rather than normal periodic payments of money for service.

Removes "recurring differentials" from the definition of base pay while retaining elective salary reduction contributions under Internal Revenue Code sections 125, 403(b), and 457(b).

Modifies Section 88-21.5 to redefine "compensation" for members who became members before July 1, 2012, replacing "normal periodic payments of money for service" with base compensation rate from personnel action reports.

For members who became members after June 30, 2012, limits compensation to base compensation rate, shortage differentials, elective salary reduction contributions, and twelve-month differentials for Department of Education employees, explicitly excluding overtime, bonuses, and most other supplementary payments.

Takes effect on January 1, 2050, and does not impair or diminish benefits accrued prior to the effective date.
