• Clarifies that supervised mental health practicum internship experience (at least 6 semester hours or 10 quarter hours with 300 hours of supervised client contact) must be completed as part of the graduate counseling coursework requirement, not as a separate requirement.

• Permits applicants to fulfill some or all of their required 100 hours of face-to-face clinical supervision through videoconference services that comply with federal and state privacy, security, and confidentiality laws, including HIPAA.

• Requires applicants to review laws and rules of other jurisdictions before electing electronic supervision to determine potential impacts on licensure by endorsement or reciprocity in other states.

• Updates references to diagnostic manuals from "DSM-IV" to "DSM" to reflect current standards.

• Takes effect on July 1, 2050.
