Changes rulemaking authority for massage therapy sanitation from the Department of Health to the Board of Massage Therapy for prescribing sanitary rules to prevent infectious and contagious diseases

Removes statutory classification of unlicensed massage practice as a petty misdemeanor while retaining misdemeanor penalties for massage establishment owners/operators who knowingly employ unlicensed practitioners

Increases minimum fine for violations of massage therapy laws from $100 to $250 per violation

Increases maximum fine for violations of massage therapy laws from $1,000 to $2,000 per violation

Takes effect July 1, 2020
