Amends Hawaii Revised Statutes Section 127A-18 to authorize the governor to enter private property to mitigate hazardous situations including cutting dangerous trees, stabilizing unstable soil, and cleaning streams to prevent flooding, even outside of declared emergencies.

Requires at least ten days' written notice to landowners before state entry and allows landowners a reasonable opportunity to remediate the hazard themselves before state intervention.

Establishes the hazard mitigation special fund to collect revenues from cost recovery and reimbursement from landowners and legislative appropriations.

Authorizes the governor to recover all costs and expenses incurred in hazard mitigation as a lien against the landowner's property.

Appropriates funds from the state general revenues to the hazard mitigation special fund for fiscal year 2020-2021, with funds to be expended by the Hawaii emergency management agency for personnel and administrative costs.
