Establishes the Office of Youth Services Revolving Fund to collect revenues from the sale of goods and services by commercial enterprise vocational programs and receive legislative appropriations.

Permits individual vocational programs within the Office of Youth Services to engage in commercial enterprises selling goods and services to both public and private sectors for self-sustainability purposes, limited to young adults only.

Requires program administrators to set prices at or near prevailing market rates and ensure quality of goods and services is comparable to similar private sector offerings.

Adds commercial enterprise vocational programs as a new service the Office of Youth Services shall provide, and expands the definition of "young adult at risk" to include those who have had police contact in addition to those arrested.

Takes effect on December 31, 2059.
