• Clarifies that the family relationship exemption from child care licensure applies when a caregiver is related to each individual child (not the caregiver), and specifies qualifying relationships including aunts, uncles, grandparents, stepparents, and spouses of these relatives.

• Modifies health and safety requirements to apply only to child care providers serving children whose families receive child care subsidies from the department, rather than providers reimbursed with federal funds.

• Expands investigation authority to allow the department to investigate any violation of child care licensing requirements, not limited to determining number of unrelated children or hours of care.

• Requires persons or child care facilities claiming exemptions to cooperate with department investigations, bear the burden of proof, and provide verification that they qualify for an exemption.

• Effective date is December 31, 2059.
