Exempts dependents of military servicemembers from Hawaii's requirement that state and county government employees become state residents within 30 days of employment.

Applies exemption only when the military servicemember's dependent is in Hawaii due to the servicemember's valid military orders.

Defines "dependent" to include a servicemember's spouse, children under 18 years old, or individuals for whom the servicemember provided more than half financial support for the 180 days preceding the exemption application.

Aligns state employment policy with the Servicemembers Civil Relief Act (SCRA) and Military Spouse Residency Relief Act for tax and employment consistency.

Effective date: January 1, 2050.
