Requires the Department of Human Services, in consultation with the Department of Health, to issue request for proposals to contract for services and housing for homeless individuals with severe mental illness discharged from acute care.

Authorizes the Department of Human Services to adopt rules under chapter 91, Hawaii Revised Statutes, to implement this requirement.

Appropriates $1,000,000 for fiscal year 2019-2020 and $1,000,000 for fiscal year 2020-2021 to fund contracted services and housing for eligible homeless individuals with severe mental illness.

Addresses the identified gap in services for homeless individuals with severe mental illness who cycle between homelessness, emergency care, incarceration, and hospitalization.

Takes effect on July 1, 2019.
