• Establishes a recycled products manufacturing grant program administered by the Department of Health's Office of Solid Waste Management to provide grants up to $750,000 to recycled products manufacturers, bioconversion, or composting businesses operating in Hawaii.

• Defines "recycled products" as collection, separation, recovery, and sale or reuse of locally sourced recyclables that would otherwise become municipal solid waste and are part of a manufacturing process producing marketable products from postconsumer material within the State.

• Grants are funded from the environmental management special fund and are exempt from Hawaii's public procurement law (Chapter 103D).

• Requires the Department to establish standards for grants, accept applications on departmental forms, and adopt rules under Chapter 91 to implement the program.

• Appropriates unspecified sums from general revenues to the environmental management special fund and from that fund to the grant program for fiscal year 2020-2021, effective July 1, 2050.
