Requires all public buildings constructed after January 2021 to be designed to withstand category four and higher hurricanes and serve as emergency shelters.

Mandates the Department of Health establish and annually update a statewide inventory of hospitals, dialysis centers, and other medical facilities for emergency preparedness.

Mandates the Department of Accounting and General Services establish and annually update a statewide inventory of generators for backup power during disasters.

Requires the Hawaii Emergency Management Agency to establish an inventory of 24 satellite phones for state and county agencies to use during and after disasters.

Appropriates funds for fiscal year 2020-2021 to hire emergency response planning staff and for the Department of Agriculture to procure and store enough non-perishable food for 14 days of assistance to one million individuals affected by natural disasters.
