Creates a new chapter regulating peer-to-peer motor vehicle sharing organizations, defining key terms including "lessee," "lessor," "peer-to-peer motor vehicle sharing," and "peer-to-peer motor vehicle sharing organization."

Prohibits lessors from renting, leasing, or offering vehicles subject to a manufacturer's recall until all required repairs are completed, with a 48-hour compliance deadline after notice of recall.

Requires all vehicles rented or leased by peer-to-peer motor vehicle sharing organizations to carry motor vehicle insurance meeting minimum liability coverage requirements under section 431:10C-301.

Requires peer-to-peer motor vehicle sharing organizations to register with the director of taxation with a one-time $20 registration fee and display a certificate of registration.

Effective July 1, 2050.
