HB 2412 Summary

• Requires the Department of Education to establish a three-year pilot program for trauma-informed education in the Castle, Kailua, and Kalaheo complex areas, based on the successful Nanakuli-Waianae complex area model.

• The pilot program shall terminate on June 30, 2023, and include all elementary, intermediate, and high schools plus pre-kindergarten programs in the three specified complex areas.

• Requires the Department of Education to submit a report to the legislature by twenty days prior to the 2023 regular session, including implementation progress, program results, cost projections for statewide expansion, and recommendations for termination, extension, or revision.

• Appropriates general revenues for fiscal year 2020-2021 to fund one temporary district educational specialist and one temporary district resource teacher positions to support the pilot program.

• Takes effect on July 1, 2055.
