Requires the Hawaii State Energy Office, in consultation with the Department of Health, to conduct a comprehensive study on best practices for disposal and recycling of discarded clean energy products in the state.

Study must address the quantity of aging photovoltaic and solar water heater panels needing disposal, other clean energy materials (glass, frames, wiring, inverters, batteries), chemical composition, collection and recycling best practices, and whether fees should be charged.

Requires an interim report to the legislature no later than 20 days before the 2021 regular session and a final report no later than 20 days before the 2022 regular session.

Appropriates funds from general revenues for fiscal year 2020-2021 to the Department of Business, Economic Development, and Tourism to conduct the study (amount left blank in bill text).

Takes effect July 1, 2050.
