Establishes a board of trustees for the Hawaii school for the deaf and blind to provide independent governance of the school instead of direct department of education management.

Requires the nine-member board to include at least two deaf individuals fluent in American Sign Language, one deaf-blind individual or parent, one school alumnus/alumna, one parent of a deaf child, and one deaf resident of a neighbor island.

Grants the board authority over management and policy decisions for the school, with the superintendent serving as an ex-officio member and the complex area superintendent supervising administrative and instructional support services.

Establishes three-year terms for board members with a limit of three consecutive terms; initial appointees serve staggered one-, two-, and three-year terms.

Takes effect July 1, 2050.
