Amends the definition of "domestic abuse" in Hawaii's insurance laws (sections 431:10-217.5, 432:1-101.6, 432:2-103.5, and 432D-27) to include coercive control between family or household members

Adds a new definition of "coercive control" in section 586-1 as a pattern of threatening, humiliating, or intimidating actions designed to harm, punish, or frighten an individual and strip away their sense of self and independence

Specifies that coercive control includes isolating individuals from support, controlling finances, monitoring activities and communications, name-calling and degradation, threats to harm others, threatening to report to authorities, damaging property, and forcing participation in criminal activity

Amends the general definition of "domestic abuse" in section 586-1 to explicitly include coercive control alongside physical harm, bodily injury, assault, psychological abuse, and malicious property damage between family or household members

Takes effect upon approval
