Creates a new bargaining unit (15) exclusively for state and county ocean safety and water safety officers under Hawaii's collective bargaining law.

Modifies Section 89-6, Hawaii Revised Statutes to add ocean safety and water safety officers as a distinct bargaining unit alongside existing units for police, firefighters, and other state/county employees.

Establishes voting structure for bargaining unit (15) where the governor has four votes and mayors each have one vote, matching the structure for firefighters and police officers.

Includes ocean safety and water safety officers in the impasse resolution procedures under Section 89-11, allowing mediation and arbitration processes when negotiations reach an impasse.

Preserves all existing rights, benefits, and privileges for ocean safety and water safety officers during transition to the new bargaining unit, with no break in service, effective July 1, 2020.
