Requires the State Historic Preservation Division to retain third-party consultants without procurement restrictions to review proposed state projects, privately owned historic property projects, and projects affecting historic properties involving affordable housing developments.

Third-party consultant review is triggered when the development includes at least eighty percent affordable housing units and the division determines it cannot complete its review within sixty days of initial notification.

Third-party consultants must have appropriate qualifications and experience, and must be able to provide recommendations to the division within thirty days of project notification.

Applies to state projects under Section 6E-8, privately owned historic property under Section 6E-10, and projects requiring agency approval under Section 6E-42 of Hawaii Revised Statutes.

Takes effect July 1, 2050.
