Exempts affordable housing projects developed by the Hawaii Housing Finance and Development Corporation from state and county fees and exactions related to discretionary approval or ministerial permitting, except application fees payable to the corporation.

Requires that dwelling units in fee-exempted affordable housing projects be affordable to households with incomes at or below 100 percent of the area median family income as determined by the U.S. Department of Housing and Urban Development.

Amends Hawaii Revised Statutes Section 201H-38 to add the fee exemption provision as a new subsection (b), with existing language redesignated as subsection (c).

Takes effect July 1, 2050, and sunsets on June 30, 2026, at which time the original statute will be reenacted.
