• Department of Health shall conduct a study on vaccination development and distribution for modern disease outbreaks, including COVID-19-type scenarios in Hawaii.

• Study must analyze current vaccination rates, unintended health reactions to vaccines, how other states prepare for outbreaks, and procedures for medically authorized vaccine exemptions.

• Department may partner with federal agencies or universities to conduct research for the study.

• Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2021 regular session convenes.

• Act takes effect on July 1, 2050.
