Establishes a child care pilot project requiring the State to provide lease space at capital district buildings (except Honolulu Hale) for child care facilities.

Prioritizes enrollment for children of state employees working in the building where each facility is located, with remaining enrollment open to the general public.

Directs the Department of Accounting and General Services to collaborate with the Department of Human Services to select appropriate facility locations meeting child welfare, health, and safety standards.

Authorizes the Department of Human Services to contract with private entities to establish and operate child care facilities under the pilot project.

Requires progress reports to the legislature in 2022, 2024, 2026, 2028, and 2030 on facility establishment, enrollment numbers, and proposed legislation; pilot project terminates June 30, 2030.
