Amends Hawaii Revised Statutes Section 46-4 to explicitly authorize counties to enact ordinances allowing for the amortization or phasing out of permitted, nonconforming, or otherwise allowed short-term rentals over a reasonable period of time in any zoning classification.

Expands existing nonconforming use amortization provisions, which previously applied only to commercial, industrial, resort, and apartment zoned areas, to now include short-term rentals in all zoning classifications.

Defines "short-term rental" as payment for use or swapping, bartering, or exchange of a residential dwelling or portion thereof for stays of less than 180 days (or a lesser maximum duration as determined by a county), and includes transient vacation rentals as defined in Section 514E-1.

Preserves protections for existing residential single-family, duplex, and agricultural uses from amortization, except for short-term rentals operated under those use categories.

Takes effect upon approval.
