Amends Section 707-700 of the Hawaii Revised Statutes to expand the definition of "emergency worker" in the Penal Code.

Adds telecommunications dispatchers as a new category (7) of emergency workers, including call-takers, police dispatchers, fire dispatchers, emergency medical dispatchers, and 911 operators.

Defines telecommunications dispatchers as personnel who operate 911 automated terminals, obtain critical information from callers, analyze information using specialized mapping systems, dispatch appropriate emergency units, and provide guidance to callers before first responders arrive.

Takes effect on July 1, 2050.
