• Authorizes the Public Utilities Commission to appoint a receiver to manage water carriers that are failing or consistently provide inadequate service, with the receiver having access to all assets and authority to restore service to acceptable standards.

• Allows the PUC to grant exemptions or waivers from Chapter 271G requirements upon finding it is in the public interest, and permits rescission of exemptions if conditions change or the carrier fails to comply with exemption conditions.

• Simplifies the certificate of public convenience and necessity application process by removing detailed findings requirements and restrictions on issuing certificates to protect existing carriers' profitability and market share.

• Authorizes the Department of Transportation to enter into direct negotiation contracts with interisland water carriers to provide subsidies during the COVID-19 pandemic period (July 1, 2020 through June 30, 2021).

• Requires subsidized carriers to maintain port call numbers and gate hours as of January 1, 2020, continue accepting less than container load shipments, and negotiate with livestock businesses; prohibits subsidy funds from being used for parent company payments, executive bonuses, profits, or non-operating expenses.
