Increases the maximum criminal fine for littering on a public highway from $500 to $1,000 under Section 291C-132, Hawaii Revised Statutes.

Increases the maximum civil penalty for violations of litter control laws from $500 to $1,000 under Section 339-8, Hawaii Revised Statutes.

Increases the maximum criminal fine for criminal littering from $1,000 to $5,000 under Section 708-829, Hawaii Revised Statutes.

Maintains existing community service requirements of 4 hours for first offense and 8 hours for subsequent offenses for both littering and criminal littering violations.

Takes effect on January 1, 2021, and does not apply retroactively to violations that occurred before the effective date.
