H.B. 2483 Summary

• Requires all entities providing educational or recreational activities to youth to establish written bullying prevention policies by July 1, 2021, covering conduct on entity property, sponsored functions, transportation, and electronic communications.

• Bullying prevention policies must include definitions of bullying, harassment, and retaliation; prohibited conduct statements; code of conduct expectations; consequences; anonymous reporting procedures; investigation protocols; parent/guardian notification procedures; and appeals processes.

• Mandates annual training for employees and volunteers with significant youth contact on bullying, harassment, retaliation, and the entity's policy, aligned with national prevention standards or best practices.

• Prohibits retaliation against targets, witnesses, or reporters of bullying, harassment, or retaliation, and provides immunity from civil liability for good faith reports made in compliance with the policy.

• Applies to all educational and recreational organizations serving youth on a regular basis, regardless of government funding status; effective date July 1, 2050.
