Appropriates $1,074,200 from general revenues to the Department of Land and Natural Resources for fiscal year 2020-2021 to purchase ocean safety and rescue equipment for state ocean safety officers at state parks.

Funds allocated for four lifeguard towers ($228,000), eight utility terrain vehicles ($120,000), eight all-terrain vehicles ($64,000), eight jet skis ($144,000), eight mobile trailers ($13,000), four four-wheel drive trucks ($260,000), eight mobile public announcement units ($80,000), eighty ocean risk warning signs ($5,200), and eight twenty-foot storage containers ($160,000).

Directs equipment purchases in response to drowning being the fifth leading cause of fatal injuries in Hawaii, with 385 fatalities occurring from 2010-2014, and the leading cause of injury-related death for non-residents.

Takes effect July 1, 2050.
