Requires the board of trustees of the employees' retirement system to conduct a study on providing retirement benefits for Hawaii National Guard members activated under state active duty orders.

Study must review retirement benefit policies in other states (Alabama, California, Michigan, Texas), examine impacts on the employees' retirement system's unfunded liabilities, and compare benefits for full-time, part-time, and intermittent employees.

Study must recommend a program with policies for future state active duty activations and retroactive benefits from 2018 emergency proclamations (Kauai flooding and lava emergency), if deemed viable and feasible.

Board of trustees must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2022 regular session convenes.

Appropriates unspecified general revenues for fiscal year 2020-2021 to conduct the study; takes effect January 1, 2050.
