Establishes licensure program for school psychologists administered by the Hawaii Teacher Standards Board, making Hawaii the first state to create such certification requirements.

Creates two license types: initial school psychologist license (3 years) and continuing school psychologist license (5 years, renewable), both requiring master's degree in behavioral sciences, approved school psychology program completion or National Association of School Psychologists certification, and passing board-approved exam on civil rights laws and ethics.

Specifies that school psychologists employed by educational institutions and practicing only within school settings are exempt from licensure under chapter 465, Hawaii Revised Statutes (psychology licensing chapter).

Authorizes licensed school psychologists to provide academic enhancement services, design adjustment strategies, consult on behavioral and social issues, conduct psycho-educational assessments, provide psychological counseling, and coordinate crisis intervention.

Effective date: July 1, 2050.
